Does having a 3.14 GPA and a 19 ACT score destroy my chance of getting into Florida State University?

I really reallly really really really want to go to this college. It is out-of-state though. My mom is unemployed and I have a 3.14 gpa. I play no sports. The cost is 30,000 dollars. I don't think I can rack up enough money to get in. I made a 19 on the ACT. That was my first time taking it. It's ao much money and I really want to go. The average of the applicants accepted have 25-28 ACT and they have between a 3.5-4.0 GPA. I am going into my senior year and it feels like my dreams of going there are hopeless. I know there are other colleges but I really want to go here. Can someone please give me advice.
