I would say that he does like you, but ignoring him would put him off a bit (I know it upsets and pissed me off massively) I usually wait for a text from the girl I like but I always have to start the conversation, and it feels like she doesn't out any effort into it, so if you send him a random text I'm sure he'll be pleased. Try to meet up with him and try to keep conversations going, this shows you care :) eventually when you get the chance ask him out, he's probably been waiting a long time!
